President
Derrick Oliver
D.O. started out with INSHRM by volunteering with Programs Committee in 2016. He's the INSHRM President. Look at how he's grown! He’s an HR Business Partner at STCU, served on the Spokane Arts Commission, and is one of the organizers of Terrain… but you probably know him as the guy who carries the microphone around during announcements at luncheons. A graduate of Texas A&M University, D.O. moved to Spokane in 2011 and hasn’t looked back since. One time he even started a thing called Spokane Doesn’t Suck. Because it doesn’t.

President Elect
Heather Sulpizio
This is Heathers first year on the board and second year volunteering with INSHRM. Heather graduated from Eastern Washington University with her B.A. in Business Administration with an emphasis in Human Resources Management and graduate from Whitworth University with her Master’s in Business Administration with a certification in Executive Leadership. Heather works as an HR Business Partner for Providence Health Care and holds her SHRM-CP. She has previously served as the President of Whitworth University MBA Alumni Society Board, Emerging Leaders Society board, and currently serves on the Spokane Valley CTE advisory committee. Outside of work Heather enjoys running, traveling for marathons, skiing, and spending time with friends.

Kristie Golden
This is Kristie’s 7th year on INSHRM board and 8th year as a volunteer. She graduated from Eastern Washington University with her B.A. in Human Resources and earned her Master’s in Organizational Leadership from Gonzaga University. Kristie is currently the Sr. HR Talent Manager at Numerica Credit Union where she focuses on talent management, retention and employee relations. Kristie is proud to be the Past President of INSHRM, with 500 members and 25 dedicated board of directors that all give back to the HR community through educational programs, HR advocacy, leadership development and workforce planning. In her spare time, Kristie loves spending time with her family, she has an 10 year old daughter, 8 year old son, a baby on the way (due in June) and a Golden doodle that keeps her plenty busy with soccer, basketball and gymnastics.

Beverly Amstadter
This is Beverly’s second year on the board. A Spokane native and proud Gonzaga alumna, she once bought a one-way ticket to Berlin, Germany, with absolutely zero plans and ended up living there for six amazing years. Now back in Spokane, Beverly is the owner of Express Employment Professionals. When she's not working, she loves playing soccer, hitting the slopes, enjoying competitive board game nights, camping, and spending time with her two adorable nieces, her husband, and the cutest Pomeranian in the world.

Chantelle Patchin
Chantelle joined INSHRM in 2021 and dove head first into the HR community. In 2025, she earned her professional certification with support from the INSHRM study group and began volunteering that same year.
Before transitioning into HR, Chantelle's background in retail management is where she discovered her passion for people-focused leadership. Working closely with diverse teams and fast-paced environments laid the foundation for her commitment to employee experience, development, and organizational culture.
Since 2021, Chantelle has overseen all things HR at Bernardo Wills, recently stepping into the expanded role of Director of Talent and Culture. She is driven by creating meaningful workplace experiences and supporting continuous growth for both individuals and teams.
Outside of work, Chantelle enjoys spending time with her husband and raising a strong, independent five-year-old who keeps her on her toes, reminds her to find joy in the little things, and brings immeasurable joy to her life.

April O'Hair
This is April's tenth year serving on the INSHRM board, serving the first three in the role of Technology Director before moving onto the Leadership team in 2018. She graduated from Eastern Washington University with her B.A. in Business, and she earned her SHRM-SCP in 2016. She is back in school now pursuing her MBA through Gonzaga University. Though born in San Diego, April happily calls Spokane home, and she is the VP of HR at Numerica Credit Union. Outside of work and INSHRM involvement, April enjoys spending quality time with her husband, daughter, and two dogs, and she loves traveling, reading, movies and shows, paddleboarding, and is always in for a good happy hour!

Communications Director
Victoria Wheeler
This is Victoria’s first year on the INSHRM board. Victoria graduated in 2018 from Eastern Washington University with a bachelor’s degree in Communication with an Emphasis in Public Relations, and a minor in Spanish. Presently, she works as the Director of Business Development for Packard Wheeler Succession. She specializes in strategies and advice to assist corporations, closely held businesses, and high net worth families achieve financial strength and transfer wealth from one generation to the next through providing means for protection, accumulation, succession, and employee benefits. Outside of the 8-5, Victoria enjoys walking with her dog, passing time with family and friends, and adventuring to her family’s river place on the Pend O’reille River.

Britaney Francis
Britaney Francis is an HR Manager with Lydig Construction, Inc., bringing over 10 years of experience in human resources and organizational development across the hospitality, Tribal casino, healthcare, and construction industries. Throughout her career, she has focused on building strong relationships, supporting employees, and fostering positive workplace cultures. With a passion for people and a commitment to strengthening the HR community, Britaney is excited to serve on the INSHRM board. She is dedicated to supporting fellow HR professionals and contributing to the continued growth and impact of the organization. Outside of work, Britaney enjoys spending time outdoors, participating in sports, and being with her husband, two boys, family, and friends.

Melissa Ann Koontz
This is Melissa’s 12th year with the INSHRM Board and she currently serves as one of the Programs Directors. Melissa is a Sr. Vice President of Employee Benefits for Alliant and consults with employers on their benefits packages, specializing in self-funded programs for midsize employers. Prior to joining the insurance industry in 2012, Melissa studied at Gonzaga University, graduating with Bachelor’s degrees in Accounting and Human Resource Management/ Business Administration. Local to Spokane, Melissa has a passion for building the community and is heavily involved in other local organizations including Vanessa Behan, GSI, Leadership Spokane, State of Reform, and the Gonzaga Human Resources Concentration Advisory Board. Melissa enjoys anything in the outdoors and spending time with her husband, three children, family, and friends.

Tina Luerssen
Tina Luerssen jumped into the HR world as a Recruiter in 2021, after a career in restaurant management. With a goal of bringing people together and planning events, it was a natural fit to join the INSHRM Programs Committee! In 2024, Tina earned her SHRM - CP, helping to secure her next opportunity as HR Partner at Gonzaga University. Tina is also very involved with her Neighborhood Council and Community Assembly, encouraging citizen involvement with our City departments and elected officials. When she’s not working or volunteering, she enjoys spending time outdoors with her husband, two boys and two dogs – camping and hiking in the summer, and snowboarding together all winter.

BreAnna Mauth
BreAnna has been involved with INSHRM for about 2 years, but this is her first year volunteering with the programs committee. She graduated from EWU with a Bachelor’s in Human Resource Management and General Management. Breanna has worked in HR for 5 years after working previously in operations, leadership and management positions for almost 20 years. Her experience provides her with a unique perspective on HR. Currently she work as a Business Partner and HRIS Specialist for a local non-profit: Skils’kin. She enjoys working with the data aspects of HR as well as helping people directly. Native to Spokane all her life, she enjoys the outdoors and spending time with her family whenever possible.

Technology Director
Matt Rees
This is Matt's 10th year serving on the INSHRM board as the Technology Director. He has been helping to keep INSHRM's website and technologies up to date since 2016. Matt currently works as an HR Director at Jetseal Inc. Matt graduated from Eastern Washington University with degrees in both Management and Human Resources. He obtained his SHRM-SCP in 2016. Matt loves to travel with his wife and two kids. For fun he likes to play airsoft and work on home projects. "Chat GPT can teach you anything".

Marketing Director
Jennifer Irwin
Jen is currently an HR Generalist at Family Resource Home Care where she specializes in policy compliance and employee relations.
Prior to her current position, she held in a variety of HR roles in multi-industries; including finance and supported living services.
She graduated from Eastern Washington University with her Bachelors in Psychology with a focus in Organizational/Industrial Management. She earned her SHRM-CP in 2017.
Outside of work she enjoys being a Yelp Elite Foodie, volunteering in the community, shopping local, and traveling to San Juan Islands with her family.

Co-Certification Director
Russell Bowen
Russ joined the INSHRM Board as one of the Co-Certification Directors in January 2025. He currently works as the HR Services Manager for Horizon Credit Union. With over 21 years of progressive HR experience in the Spokane area, he brings a wealth of knowledge and leadership to every role that he undertakes. His career spans health care, international manufacturing, and the financial industry, where his has consistently championed strategic HR practices and employee engagement. He holds the SHRM-SCP certification and is passionate about advancing the HR profession through mentorship, certification support, and community involvement. Having lived in the Pacific Northwest for over 31 years, Russ deeply values our regions natural beauty, and all that our vibrant community offers. Outside of work, his enjoys spending time with his four children and eight grandchildren, embracing every moment with family and friends.

Ian Graves
Ian Graves joined the INSHRM Board as Co-Certification Director in Fall 2022. He is passionate about workforce development and helping others achieve their career and personal goals. Ian is currently the Talent Manager at Horizon Credit Union. A native of the Inland Northwest, Ian graduated from Eastern Washington University with a BA in Communication Studies and Business Administration. He received his SHRM CP in December 2019. Ian enjoys traveling to new places with his wife, boating at Priest Lake with his family, and playing soccer on the weekends.

Co-Certification Director
Krystal Siegfried
Krystal has served INSHRM in a variety of positions for nearly 15 years. Krystal earned her SHRM-SCP in 2016 and has been working in the Human Resources Profession for 15 years, mainly in manufacturing. Personally, Krystal has two children and loves spending time with her family and friends and enjoying the outdoors. Dirtbiking, hiking, snow skiing and being at the lake is where you'll find her when time allows.

College Relations Director
Stephanie Kinsel
Stephanie is excited to be serving her first year on the INSHRM Board. She graduated from Eastern Washington University with a Bachelor’s degree in Business Administration, emphasizing Human Resource Management and Marketing. During college, she was actively involved in the EWU SHRM Chapter, where she experienced firsthand the impact SHRM can have on students. That experience sparked her passion for continuing to support and mentor future HR professionals through INSHRM. Professionally, she works as an HR Generalist at Inland Imaging. Outside of work, she enjoys paddleboarding, taking long walks with her dog, or cooking elaborate meals with her husband.

Legislative Director
Michael H Church
Mike is an employment law attorney with the law firm of Stamper Rubens, P.S. Mike’s practice emphasizes all aspects of employment law, including trade secret violations, discrimination claims, and violations of non-compete or non-solicitation agreements. Mike is a forceful, yet careful and conscientious, litigator who strives vigorously to pursue his clients’ interests while balancing the need for a timely and cost-conscious resolution to each case. Mike is very active in the Spokane community as General Counsel for the Spokane Home Builders Association, General Counsel for Goodwill Industries of the Inland Northwest, and Past President of Spokane Rotary Club #21. He also serves on the Board of Trustees for the Spokane Jazz Society and the Board of Directors for Goodwill Industries. Mike is married to Lisa, and they have three daughters, all of whom share Mike’s passion for travel, snow skiing, and surfing.

Diversity Director
Roy Rangel
Roy graduated from Eastern Washington University (EWU) with a Bachelors (B.A.) in Business Administration and an emphasis in Human Resources Management. After a few years into his HR career, he decided he wasn’t done with education and returned to EWU for an M.B.A. He is also Certified in HR with a PHR through HRCI since 2013. For his career, he has 8+ years of HR experience in manufacturing industry and about 4 years ago, moved into the health care industry where he now serves our community as HR Manager for Providence Inland Northwest Washington. Outside of work and INSHRM involvement, he enjoys spending quality time with his wife and three (3) boys! They love to enjoy the outdoors, and more specifically things like kayaking, hikes, walking trails, biking, and hosting barbecues with close friends!

Workforce Readiness Director
Christina Vigil Gross
Christina Vigil Gross is an experienced, people-centered HR leader passionate about workforce development and helping organizations and individuals reach their full potential. As Market Manager for Manpower in Spokane and the Inland Northwest, she leads strategic talent and HR initiatives that strengthen businesses and empower the regional workforce. Christina earned her SHRM-SCP certification in 2024 and is a current board member and immediate past Board Chair of the Spokane Workforce Council, as well as a member of Leadership Spokane’s Class of 2025. Throughout her career, she has also held leadership roles with local Hispanic and community organizations, advocating for inclusive growth and expanded opportunity. Outside of work, she enjoys traveling, spending time with her family and her Shih Tzu, and being outdoors.

Foundation Director
Ashleigh Mathews
This is Ashleigh’s 7th year serving on the INSHRM Board, her 2nd as the INSHRM Foundation Director. She previously served the board in a Programs Co-Chair role from 2014 to 2019 and has been an active INSHRM member for over 19 years! She is Vice President of Human Resources for the McConkey Auction Group, a locally owned and community conscious vehicle remarketing service organization. She is passionate about the HR field, particularly in mentoring new HR professionals. Ashleigh has her B.A. in Business Management, with emphasis in Human Resources, Management and Marketing, from Eastern Washington University (Go Eags!). Outside of work, Ashleigh loves to travel, ski, test Pinterest recipes and spend time with her family and fur child, Sophie.

Treasurer
Angela Grace Garcea
This is Angela’s first year serving on the INSHRM board, and second year volunteering for the WA State SHRM Council in the Treasurer role. She graduated from EWU with a Bachelor’s in Human Resource Management, and from Gonzaga University with a Master’s in Organizational Leadership, and currently holds a SHRM-CP. Getting outside is extremely important to her, whether that is taking her niece on ‘hike & paint’ adventures, or Nordic skiing in the winter. If she isn’t exploring the outdoors, you’ll find her volunteering – Teen & Kid Closet and Meals on Wheels are especially close to her heart.

Melissa Faith
Melissa Faith is a human resources, talent acquisition and onboarding professional currently serving as the Talent Acquisition Manager at STCU. She is passionate about volunteering and currently serves as the Secretary and Webinar Director on the INSHRM Board of Directors. Melissa is a graduate of Eastern Washington University and holds a Bachelor of Business Administration with an emphasis in Human Resources Management. She is SHRM-CP and PHR certified. Outside of work, you can catch her watching a beautiful sunset on the Washington or Oregon Coast or enjoying time on the Pend Oreille River.
